ଲକ୍ଷ୍ୟ–୩: ୧ ଲକ୍ଷରୁ ଅଧିକ ସୋସିଆଲ୍ ମିଡିଆ ସବ୍ସକ୍ରାଇବର୍/ଅନୁସରଣକାରୀ (Facebook + YouTube) ହାସଲ କରିବା।
୨. ପ୍ରଶ୍ନୋତ୍ତର:
(କ) ପ୍ରଶ୍ନ: ମୁଁ ମିଶନ୍–3Lରେ କାହିଁକି ଅଂଶଗ୍ରହଣ କରିବି ଏବଂ ଦସ୍ତଖତ କରିବି?
ଉତ୍ତର: ORV ଆଇନ SC/ST ପ୍ରାର୍ଥୀଙ୍କ ନିଯୁକ୍ତିରେ ସଂରକ୍ଷଣ ପାଇଁ ବୈଧାନିକ ଢାଞ୍ଚା ପ୍ରଦାନ କରେ ଏବଂ ଏହା ୧୯୭୫ ମସିହାରେ ପ୍ରଣୀତ ହୋଇଥିଲା। ପରେ Indra Sawhney, R.K. Sabharwal, M. Nagaraj ଏବଂ Jarnail Singh ଭଳି ଅନେକ ଗୁରୁତ୍ୱପୂର୍ଣ୍ଣ ସୁପ୍ରିମ୍ କୋର୍ଟ ରାୟ ଦ୍ୱାରା ସଂରକ୍ଷଣ, ବିଶେଷକରି ପଦୋନ୍ନତିରେ ସଂରକ୍ଷଣ ସମ୍ପର୍କିତ ଆଇନଗତ ବ୍ୟବସ୍ଥାରେ ଅନେକ ପରିବର୍ତ୍ତନ ଘଟିଛି। ଏହା ସହିତ ଅନୁଚ୍ଛେଦ ୧୬(୪A) ଅନୁସାରେ ପଦୋନ୍ନତିରେ ସଂରକ୍ଷଣ ଓ ପରିଣାମସ୍ୱରୂପ ବରିଷ୍ଠତା (Consequential Seniority) ସମ୍ପର୍କରେ ସାମ୍ବିଧାନିକ ସଂଶୋଧନ ମଧ୍ୟ କରାଯାଇଛି । କିନ୍ତୁ ଏହି ସାମ୍ବିଧାନିକ ଓ ନ୍ୟାୟିକ ପରିବର୍ତ୍ତନକୁ ପ୍ରତିଫଳିତ କରିବା ପାଇଁ ORV ଆଇନର ସମଗ୍ର ଭାବେ ସଂଶୋଧନ ହୋଇନାହିଁ। ଫଳସ୍ୱରୂପ, ବିଶେଷକରି ପଦୋନ୍ନତିରେ ସଂରକ୍ଷଣ କାର୍ଯ୍ୟକାରୀ କରିବା ସମୟରେ ବିଭିନ୍ନ ପ୍ରଶାସନିକ ଅସଙ୍ଗତି ଦେଖାଦେଉଛି, ଯାହା SC/ST କର୍ମଚାରୀଙ୍କ ସମେତ ସମସ୍ତ କର୍ମଚାରୀଙ୍କ ପଦୋନ୍ନତି ପାଇଁ ଅସୁବିଧା ସୃଷ୍ଟି କରୁଛି।
ଏହି କାରଣରୁ ସଂରକ୍ଷଣର ପ୍ରଭାବଶାଳୀ ଓ ସୁସଙ୍ଗତ କାର୍ଯ୍ୟାନ୍ୱୟନ ପାଇଁ ORV ଆଇନର ଉପଯୁକ୍ତ ସଂଶୋଧନ କରି ଏକ ସ୍ପଷ୍ଟ, ଅଧୁନାତନ ଓ ସୁସଙ୍ଗତ ବୈଧାନିକ ଢାଞ୍ଚା ପ୍ରଦାନ କରିବା ଆବଶ୍ୟକ।
(ଖ) ପ୍ରଶ୍ନ: ମୁଁ କାହିଁକି ସଦସ୍ୟତା ଗ୍ରହଣ କରିବି ଏବଂ ବାର୍ଷିକ ସଦସ୍ୟତା ଫି’ ଦେବି?
ଉତ୍ତର: ସଦସ୍ୟ ସଂଖ୍ୟା ଏକ ସଂଗଠନର ସାଂଗଠନିକ ଶକ୍ତିକୁ ପ୍ରତିଫଳନ କରେ। ପରିଷଦ ଏହାର ପ୍ରକୃତ ସଦସ୍ୟ ସଂଖ୍ୟା ଜରିଆରେ ନିଜର ସାଂଗଠନିକ ସଂଖ୍ୟାର ତଥ୍ୟସ୍ଥିତି ପ୍ରଦର୍ଶନ କରି ନିଜର ଯଥାର୍ଥ ଓ ନ୍ୟାୟସଙ୍ଗତ ଦାବିଗୁଡ଼ିକୁ ଅଧିକ ପ୍ରଭାବଶାଳୀ ଭାବେ ସରକାରଙ୍କ ନିକଟରେ ଉପସ୍ଥାପନ କରିବାକୁ ଚାହୁଁଛି।
(ଗ) ପ୍ରଶ୍ନ: ମୁଁ କାହିଁକି ପରିଷଦର ସୋସିଆଲ୍ ମିଡିଆ (YouTube, Facebook ଇତ୍ୟାଦି) ସବ୍ସକ୍ରାଇବ୍ କରିବି?
ଉତ୍ତର: SC/ST କର୍ମଚାରୀ ତଥା ବ୍ୟାପକ ସମୁଦାୟର ସମସ୍ୟା ଏବଂ ସ୍ୱାର୍ଥକୁ ପ୍ରଭାବଶାଳୀ ଭାବେ ଉପସ୍ଥାପନ କରିବା ପାଇଁ ଖୁବ୍ କମ୍ ସମର୍ପିତ ମିଡିଆ ପ୍ଲାଟଫର୍ମ ରହିଛି, ନାହିଁ କହିଲେ ଚଳେ—ଏହା ଆମ ପରିଷଦର ଏକ ତିକ୍ତ ଅନୁଭବ। ତେଣୁ, ପରିଷଦର ନିଜସ୍ୱ ସୋସିଆଲ୍ ମିଡିଆ ପ୍ଲାଟଫର୍ମଗୁଡ଼ିକ SC/ST କର୍ମଚାରୀଙ୍କ ସମେତ ଆମ ସମୁଦାୟ ସମ୍ପର୍କିତ ସମସ୍ୟା, ଖବର ଓ ଗୁରୁତ୍ୱପୂର୍ଣ୍ଣ ସୂଚନାକୁ ପ୍ରଭାବଶାଳୀ ଭାବେ ପ୍ରଚାର କରିବାର ଏକ ମାଧ୍ୟମ । ଏହି ପ୍ଲାଟଫର୍ମ ମାଧ୍ୟମରେ ଗୁରୁତ୍ୱପୂର୍ଣ୍ଣ ଖବର, ସୂଚନା ଓ ଘଟଣାବଳୀ ଅତି ଶୀଘ୍ର ତୃଣମୂଳ ସ୍ତରରେ ପହଞ୍ଚିପାରିବ, ଯାହା ଫଳରେ SC/ST କର୍ମଚାରୀ ଓ ଆମ ସମୁଦାୟ ସମ୍ପର୍କରେ ଜନସଚେତନତା ସୃଷ୍ଟି ଓ ଜନସାଧାରଣଙ୍କୁ ସମ୍ବେଦନଶୀଳ କରାଯାଇପାରିବ।
(ଘ) ପ୍ରଶ୍ନ: ମିଶନ ଥ୍ରି-ଏଲ୍ (Mission 3L) ର ସାଙ୍ଗଠନିକ ଢାଞ୍ଚା ଓ କାର୍ଯ୍ୟାବଳୀ କିଭଳି ଅଟେ?
ଉତ୍ତର: ମିଶନ ଥ୍ରି-ଏଲ୍କୁ ସୁଚାରୁରୂପେ ପରିଚାଳନା କରିବା ପାଇଁ ଏକ ସୁଦୃଢ଼ ସାଙ୍ଗଠନିକ ବ୍ୟବସ୍ଥା ଓ ସ୍ଟିୟରିଙ୍ଗ କମିଟି ଗଠନ କରାଯାଇଛି।
ସାଙ୍ଗଠନିକ ସ୍ତର (Organizational Hierarchy):
ସଂଗଠନଟି ଉପରୁ ତଳକୁ କ୍ରମାନୁସାରେ ୮ଟି ସ୍ତରରେ ବିଭକ୍ତ:
ରାଜ୍ୟ ସ୍ତର (State Level) 
ଜୋନାଲ ସ୍ତର (Zonal Level) 
ସବ-ଜୋନାଲ ସ୍ତର (Sub-Zonal Level)

କୋର୍ଡିନେଟର ଚୟନ: ପ୍ରତ୍ୟେକ ସ୍ତରରେ ୩ ଜଣ କୋର୍ଡିନେଟର (ସଂଯୋଜକ) ରହିବେ। ପ୍ରଥମେ ଉପରିସ୍ଥ ସ୍ତରର କୋର୍ଡିନେଟରମାନେ ତାଙ୍କ ତଳ ସ୍ତରର କୋର୍ଡିନେଟରମାନଙ୍କୁ ଚୟନ କରିଥାନ୍ତି। ଷ୍ଟିୟରିଂ କମିଟି ଗଠନ (Steering Committee):
ପ୍ରତ୍ୟେକ ସ୍ତରର ଷ୍ଟିୟରିଂ କମିଟିରେ ନିଜ ସ୍ତରର କୋର୍ଡିନେଟର ଏବଂ ତାଙ୍କର ନିମ୍ନସ୍ଥ କୋର୍ଡିନେଟର/ପ୍ରତିନିଧିମାନେ ସଦସ୍ୟ ଭାବେ ରହିଥାନ୍ତି:

* ୭ ଦିନିଆ ନିୟମ: ଯଦି କୌଣସି କୋର୍ଡିନେଟର ଲଗାତାର ୭ ଦିନ ଧରି ଉପରିସ୍ଥ କିମ୍ବା ନିମ୍ନସ୍ତ କୋର୍ଡିନେଟରଙ୍କ ଫୋନ୍ ଉଠାନ୍ତି ନାହିଁ କିମ୍ବା କାର୍ଯ୍ୟରେ ସହଯୋଗ କରନ୍ତି ନାହି, ତେବେ ତାଙ୍କୁ ସେହି ଦାୟିତ୍ୱରୁ ଅବସାଦ/ବାହାର କରିଦିଆଯାଏ।
* ନୂତନ ଚୟନ: ଦାୟିତ୍ଵ ଖାଲି ପଡ଼ିବା ପରେ ଉପରିସ୍ଥ କୋର୍ଡିନେଟରମାନେ ନିମସ୍ଥ କୋର୍ଡିନେଟରମାନଙ୍କର ମତାମତ କ୍ରମେ ସେହି ସ୍ଥାନରେ ଜଣେ ନୂଆ କୋର୍ଡିନେଟରଙ୍କୁ ଚୟନ କରି ଦାୟିତ୍ୱ ହସ୍ତାନ୍ତର କରାଯାଏ।
